iPhone won't text or call out but has lte internet that works

iphone will not call out or text and it has a valid SIM card. But I can get on the Internet, but still won't call or text or receive any calls or texts.

iPhone 5c, iOS 8.3

You need to check with your carrier. Calling and data are two different things. The roaming message you are getting comes from the carrier, it has nothing to do with the phone. A reset will not affect any of your content, unless you did a restore. You have some serious carrier issues. Is that a pre-paid SIM? Did you notify your carrier that you put your SIM in a different phone? That phone needs to register on their network. Bottom line, you need to talk to the carrier.

internet from my SIM card. Wifi is turned off. I can get on Everything that involves internet but not call or send Sms. And not jail broke. But it's unlocked through my carrier

Calls and SMS are a carrier function. Contact your cellular carrier to have them check your account. They may have you go to one of their stores to change out your SIM. Either way, it is their problem to fix. If you can get on the internet, then your iPhone is functioning.

Wouldon't data be a carrier function to? I have internet calling and texting through my carrier But only my internet works. When I go to call someone it Says that I am roaming and need to purchase a calling pin. It's all confusing me, I've already hard reset it and lost all my stuff. Then when I typed in my iCloud verification stuff it womt work. but this is a new iPhone. My other iPhone broke so I just got this one and took my SIM card out of my old broke iPhone and put it in this new one. And now it wont call or send SMS.
