Q: Mail on OS X El Capitan does not receive emails in the background

When my computer is plugged in, connected to the internet, and is currently in use, my computer fails to receive emails in the background, even though I have it set to check every minute. Is there some setting I could have accidentally toggled? Or some hidden setting that I need to be aware of?
