Your post is not entirely clear. Are you saying that you bought a used iOS device and have discovered it's locked to a previous owner's Apple ID? If so, unless that person removes the device from their account, it is useless to you. There is no solution.

What do you mean, "I purchase online for the iCloud removal"? There is no such thing as online iCloud removal. No one by the user that placed the iCloud lock on the device can remove it. There is no service that can remove iCloud lock, or Activation Lock as it is called. You have been duped. Return the device for a refund, you will never be able to activate it.

The only way to remove is using the original owner Apple ID & password.

Only s/he can remove the Activation Lock.

You paid for something that cannot be done. At least they refunded your money. I hope that was all of it. You think if it was that easy that the Department of Justice, the FBI would be taking Apple to court?
