I can't open my iPhoto, it says I don't have permission to access the directry on my Mac ~ operating on os el capitan

iPhoto? Or Photos?
Where is your Library? If it's on an external disk, what format is that and how are you connected to it?
its my iPhoto application on my Mac, its not allowing me in
you might want to tell me the exact version you have plus the exact error message you get.
it shows the following when I try open it...
Unable to write to library “iPhoto Library”
Check that you have permission to write to the library directory.
trying to check the version now...

Where on the hard drive is the library located? The default location for iPhoto libraries is in your Pictures folder.
If it's on an external hard drive how is that hard drive formatted and connected to your Mac?
