Will my I Pad work in Cuba

I lent my I Pad to a friend in Cuba and she could not get any signal. Does an IPad work in Cuba or is there a restriction from the USA regulations.

Wi-Fi access in Cuba is very limited, slow, and expensive. The iPad should work with Wi-Fi but finding a network is not easy. This article may help.

Cellular?

Is your friend using a SIM card from an approved provider?

I am not sure what she was doing. She did say she would have to buy a syn card to access the Internet . She said there there was a site in a park in the next town where you could access the Internet.
