To associate it to your account you need to do one of the things mentioned on this page : View and remove associated devices in iTunes - Apple Support

Read the fine print on system requirements, and toggle the info if you see OS X
so the Windows info appears; version is said to be 12.3.2 for Windows 7 and later.
Should support 64-bit/32-bit depending on the hardware in the computer. For other
troubleshooting a few items in this page (with links) may or may not be helpful later.
