Q: Rescue Email NOT Receiving Verification, Can't Get Pass Security Questions

Two biggest problems I've been dealing with about my AppleID Account.

1) In order for me to change my Security Questions, I need to answer the Security Questions itself.

However, I've forgotten the answers, so I have to use my Rescue Email.

But the most ANNOYING part of it is that I CAN'T even use it because it still asks me to answer my Security Questions.

2) When it temporarily shuts down my AppleID Account, I have to go to my Rescue Email.

The problem is that IT'S YET TO BE VERIFIED.

And I HAVE NOT SEEN ANY SUCH EMAIL FOR IT.  Not in my Inbox.  Not in Spam (since help says it may end up in there). 

NOTHING.

WHAT AM I SUPPOSED TO DO?
