This would be true especially if you are using Photo Stream

iCloud is more a syncing device rather than offline storage

If you want storage per se - look at Google Drive or Carbonite

Eerm no, the local copy is synchronous, it is in no way a backup, it is in place so that you don't have to upload every file to the web, it's a mirror, not a backup.

Sorry - meant to say sync copy that changes with changes on the machine
