How can I get my full screen back on startup with Safari if I have OS X El Capitan?

I was having no problem in starting up with Safari coming on in full screen mode, but now it comes on in diminished size. How can i fix this?

iMac (17-inch 1 GHz), OS X El Capitan (10.11.3)

System Preferences > General

Uncheck the box beside " Close windows when quitting an app".

Try Full Screen mode.
