There probably isn't a way due to privacy reasons, unless you can track back through the ownership line such as asking the person from whom you purchased it.  The previous owner likely won't actually give you the AppleID and password but could arrange to have the personalization information removed.

Apple likely won't take it away but they could well refuse to help you.  You have to provide conclusive evidence that the phone is yours, such as original purchase receipt for the phone from Apple.  They almost certainly won't call the original owner for you.

You've already been told there's nothing you can do to unlock the phone except by contacting the previous owner.  What are you not understanding about that?  The device is worthless to you, so move on.

The phone is almost worthless.  It can be used for decoration - a doorstop or a bookend, for example.

No, nobody else can do anything to make it useable.
