The previous owner likely won't actually give you the AppleID and password but could arrange to have the personalization information removed.

Mar 15, 2016 3:27 PM in response to Limnosby Lowkey400,I Mean I second hand bought an iPhone 6s the person claims that its his but he took out the t-mobile carrier chip so I put mine because I bought it from him and next thing you know he tells me he doesn't know the apple id its not his, can apple take away an iPhone 6s even though the person bought it second handed or what ?

However the Police can take it from you if it is stolen

You have to provide conclusive evidence that the phone is yours, such as original purchase receipt for the phone from Apple. They almost certainly won't call the original owner for you.

You've already been told there's nothing you can do to unlock the phone except by contacting the previous owner. What are you not understanding about that? The device is worthless to you, so move on.

No, nobody else can do anything to make it useable.

You'll just lose your money because they can not do it. Whatever they say. If you can't get a refund, throw it away.
