Q: Downloading pictures from iCloud to Windows 10 PC

I need to increase my balance of storage on my iCloud by moving my pictures to OneDrive.  I am out of storage on iCloud.  I have a 1.2T Space on OneDrive and 5G on iCloud.  I downloaded the pictures to my Windows 10 PC and they went to This PC > iCloud Photos.  The pictures still seem to be in iCloud.  Am I supposed to Delete the pictures from iCloud now.  If I delete from iCloud will they be deleted on my PC from the folder This PC > iCloud Photos?
