Why does the AppleTV unpair one of my iPads when I attempt to pair the second iPad

I recently bought a new iPad Pro and install the remote so I can use it to control the three Apple TVs in my house. I manually paired all of the Apple TVs because my Apple TVs are operating under different Apple IDs and so I had to manually pair them. But when both of my iPads the first iPad is unpaired when the second iPad is being paired. Why is this the case? Is there a certain number of devices that can be paired per Apple TV?

The limitation is in the multiple AppleIDs, I suspect.
