Order acknowledged but Apple is asking to purchase developer program again, glitch?

Hi,

I wanted to enroll into Apple developer program, completed everything, made the payment and got order acknowledgement email, which says:

Thank you for your order. Here's a summary of your order request, which will be processed within 2 business days. We'll notify you when your items are ready.

5 days gone by and I'm not notified for anything. Money wasn't withdrawn from my bank account. When I go to the member center -> program summary, it says "Enrollment Pending" and there is a button "Continue Enrollment", when I click on it, I see this:

What is wrong?
