If you forgot your apple Id password and security questions there is nothing you can do unless you arase all content and settings. That would delete all your data but that's the only way. After that you can choose to set up your iPod touch as new or restore from a back up. Also if you were to set up your device as "new," it will give you an option to create a new apple id or use your existing one. I recommend you to choose the "create a new apple Id," option since you forgot the information to your old one. Also, when you set up your iPod touch, include a rescue email so that someone with that email address can help you reset your password and security questions in case you forget them again. Hope this helps.

Erasing/restoring the device will do nothing to regain access to your Apple ID.

Also, iTunes and app purchases are locked to the ID that purchased them. Thus is yo create a new ID you will have to repurchase them and yo will also lose al your iCloud data like Contacts.

Also, after erasing all content one must enter the ID and password last used in Settings>iCloud in order to activate the device. If the ID is disabled one can't successfully activate the device.
