Q: how do I restore all my contacts? i can voice command a call but can't find certain contacts in my phone list.

I'm a bit unclear on the exact nature or scope of the issue you are describing, or your particular configuration, but if you have contacts that appear to be missing and you are using iCloud to sync your contacts, you should be able to restore them as outlined in the following article:

Contacts are also backed up as part of a full device backup, and could be restored as part of a full system restore if necessary (note that this would revert all data back to its state at the time of the backup):
