Force restart your iPhone then try charging again.
Press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.
Make sure you are using a genuine apple, or certified charger by apple.
Hard resert your phone

There is one known issue related to iPhone 6s battery percentage issues: If your iPhone 6s or iPhone 6s Plus battery percentage doesn't update
Also other users have reported a similar issue and I have noticed it as well. What happens is that if you leave your phone unused while charging, the percentage may not increase or increase very little when it is first checked. If it is left unused after this, it appears to have charged really quickly and then continues to charge normally. It is likely charging normally the whole time, just not reporting the percentage properly. At this time, Apple has not confirmed if this is a bug that is possibly related to the above issue, but I suspect it might be.

The issue is using the low power mode as I figured much right now, once charging disable the low power mode option and it will charge normally
