iPad mini FaceTime audio to call users who don't have FaceTime enabled

I swear that I used to be able to call anyone in my contacts whether it was on a landline or an iPhone from my contacts on my iPad. Now it seems that I can only call other iPhone users with FaceTime enabled. Is that the way this should work? I'm trying t make these calls on my mini iPad 2.

If you have an iPhone associated with the same Apple ID as the iPad, you can make calls from the iPad to any number not just Apple devices. Its part of the Continuity Features.


Its Called Cellular Calls.

Use Continuity to connect your iPhone, iPad, iPod touch, and Mac - Apple Support


Your iPhone and iPad need to be connected to the same Wifi network at the time however.



If you do not have an iPhone, then you cannot make calls through Facetime to anything but Apple devices that have Facetime enabled.
