Emoji keyboard is enabled but flags don't display at all. Help!

Just upgraded to iPhone 6s, and my flags on the emoji keyboard don't display at all. They show up only as question mark boxes. Do I need to download a third party app again? I thought that was the purpose of the 9.0 upgrade as it is supposed to support all Unicode emojis? I haven't seen anyone else with this problem online.
