Q: activate iphone

Did you purchase this device used? If so, it is probably displaying information about the previous owner. You will need to contact them and have them remove the device from their account or you will never be able to activate the device. Without that happening, the device is useless.

IF this is a second hand iphone, you will need to contact the original owner and have them remove the icloud activation lock.

Are you the original owner of the phone?  If not then you must contact the orignal owner and get their iCloud credentials to remove Activation Lock.
