preview cannot move text

I am working with a macbook pro using Preview 8.1.

I want to annotate a photo image with some text. When I click the text annotation tool, it places a text box in the middle of the frame. That box has two toggle points on either end and can be stretched left to right, but it cannot be resized or moved in any other way.

In previous versions of Preview, a text box could be drag-drawn onto any part of an image, and furthermore it could be dragged around after being created.

Is this a known bug with Preview?

I suspect this is not a new issue for you—however my first bit of advice would be to restart the computer and try again.

It is an oddball glitch that I do not know a simple fix.

You can try re-installing the combo update and see if it sorts your problem or re-install the OS X and update.

Download OS X El Capitan 10.11.3 Combo Update

There is no standalone Preview.app
