How do I send specific notes to Bass or Treble clef when viewing the sheet music notation in Garage Band?
I would like the two Bs on the end of the Bass clef to be in the treble clef.

It is fully automatic. You cannot select which staff the notes will be assigned to. You can only unite all notes on the same staff, if you prefer. If yu click the clef, you can merge the two staves into one:
Wow thats lame. Do you know of any good music writing software to do this? Or is there a way to combine scores into one? I could do right and left hand separately in different tracks and combine it into one score.
Logic Pro X gives you better control over the layout of musical scores, or Finale. But both are expensive compared to GarageBand. With Finale you can create a truly professional layout.
