How to change payment information without a computer?

Before any one says that I can change it on my phone no I can't and irony have access to a computer to change it.

DOes anyone know of anyways I can reset it? It's very frustrating because not only can I not pay for anything now, I also can't use the gift card I brought for in app purchases. I am basically locked out purchases with no way to change it.

Again:

Do not have access to ANY computer with ITunes.

Can no change it on devices (says paypal is not supported with no way to change it on devices, yes I've tried)

Can not purchase in app product with iTunes credit.

Help Please.
