where is the phone pad on my (cellular) mini iPad?
I just opened an AT&T mini iPad but there is not way to dial a phone number and the sim card was installed.

Correct, as the iPad has no phone capabilities.

An iPad is not a phone, you can't do normal phone calls on it - cellular usage is for data e.g. internet access when you don't have an accessible wifi network.
The only way to make calls from your iPad is by using an app such as FaceTime or Skype.
