If iTunes doesn't have the music, it will upload your file. The only reason it wouldn't is if the file is damaged. iTunes will tell you if it can't upload a certain file.
When you sign up for iTunes Match, you can use THIS article to learn about the icons that may see while uploading songs.

Just to double-clarify, it will defiantly allow me to DOWNLOAD lossless versions of everything it is able to match as well, not just upload them to the cloud?
I have zero interest or use for the cloud storage/streaming, I literally only want this for the better files.

Tried going through support originally but they don't seem to have Match sections yet (Related options wanted me to make phone contact).
Anyway, I've managed to shoot an email off so hopefully that will give a definitive answer.

Hi,
You will not get lossless quality music using iTunes Match. The best you will get is 256 Kbps AAC for matched tracks. If you want better quality you will need to rerip your CDs as AIFF or ALAC.
