How do you convert a garageband file on OS X version 10.9.5 to an mp3 file?
iMac, OS X Mavericks (10.9.5)
Assuming you have GarageBand 10, all you need to do is go to Share → Export Song to Disk…, pick the file format and quality settings (including MP3), and then save it out.
I just looked at a really old version of GarageBand (version 5.1, from 2009) and it had the share menu. I would be really surprised if a version in between that one and the current version didn't have the menu.

rather then guess at that, select "About GarageBand" under the "GarageBand" menu and let the people trying to help you know which version you actually DO have.
That menu does not exist on my GarageBand. Guess I don't have GarageBand 10.
What version do you have then?
I guess I have a buggy version. Should have traded this computer in at the beginning because it's definitely defective. Even my computer repair person can't figure these things out.
