Well, you posted in the "Setting Up Apple Pay" area, so supposedly you're saying you cannot activate Apple Pay on your iPad Mini.

First, you must have an iPad Mini 3 or later to be able to use Apple Pay. Second, you can only use Apple Pay within Apps if you have the correct iPad Mini.

Need more info to help does ipad turn on are you connected to wifi.
Want do you see on the screen ?
If screen is not coming on press & hold power button & menu button
Hold both down until you see apple logo .
This can take 30 seconds .
