Bootcamp on El Capitan with ISO.

I have a Mac Mini from Mid-2010 and a few months ago, I upgraded it to El Capitan. I wanted a new computer because my computer was getting slow. I soon started deleting apps and realized that Macs are good Windows computers. I used Boot Camp and downloaded a Windows 7 Ultimate 32-Bit ISO file. But for some reason, Boot Camp doesn't recognize the ISO file as an install disk and burning a disk doesn't work because my mac keeps saying the disk is blank when it isn't. I have also tried mounting the ISO and it doesn't work. What can I do?

Verification was enabled and I was able to burn the disk. But when I reinserted it after burning, my Mac wouldn't read the disk but it worked for other computers. Also, it won't accept my iso image and doesn't recognize it when it is mounted. I'm stuck both ways and I can't make a Winnows install disk because that feature is gone.

1. What is the brand/burn rate of the DVD?

2. If the Macs on a version of OS X other than El Capitan can read the DVD, one option is to burn the DVD on the older models and test it on El Capitan?

3. DVD RW disks are problematic and cause issues with session finalization. If you are using them, try a DVD-R or DVD+R. Verbatim, Sony, HP, TDK and Memorex seem to work well. No-name brands have caused problems with other users.
