iCloud email does not match apple id. what do I do

I changed my email a long time ago, updated my apple id but iCloud is still showing old one on phone and I am unable to get into it or even reset the phone to start over. Please help.

iPhone 5s, iOS 9.2.1

If iCloud asks you for the password to your previous Apple ID - Apple Support

All it keeps doing is asking me to reset password on my new email account. It is not getting rid of old email in iCloud but thank you.
