Check the following:
- Your region is set to the UK: Settings > General > Language & Region > Region - set to UK.
- You have Touch ID or a passcode set up: Settings > General > Touch ID & Passcode.
- You are signed in to iCloud with your Apple ID: Settings > iCloud.
Then follow the instructions here:

You will need a supported card from a participating UK issuer:
- Apple Pay participating banks and store cards - Apple Support
If the option to add a card to Apple Pay still does not appear, try restarting (or, if that doesn't work, force restarting) your iPhone:
