I bought it pre owned phone from ebay. But I can't active it. It showed contact with apple support

What do you mean it shows contact with Apple Support? What is the exact message you are seeing on the screen? What have you tried to do as far as activation?
If you just bought it from ebay use the ebay dispute system to get your money back if the seller is uncooperative. Don't hesitate, ebay will intervene only for a certain time interval and I understand they are very strict about it. The seller may try to stall to get outside that time window.
Technically, you ran into activation lock:
Turn off Find My iPhone Activation Lock - Apple Support
As is, the device is useless to you and Apple will not reset the device.
