IOS 6 does not synchronize notes with iCloud in Chrome

Until yesterday I held the iPhone 4S with iOS version 9. I decided to sell it, now I'm on the iPhone 4 with iOS 6. I managed to somehow magically synchronize everything, except for notes - which for me are extremely important.

I made a copy on my computer - so it is no longer even try to restore the "old".

I want to note on my iPhone 4 also showed up iCloud on my browser in Windows - and vice versa. Currently, unfortunately, they do not synchronize.

I use and here and here with one iCloud account in the iCloud settings on the iPhone have enabled options Notes.
