If you can't make an iTunes backup of your iPhone, iPad, or iPod touch - Apple Support
For your second question, "how do I turn it on again for the iPad?" Go to Settings > iCloud > Backup. You should be able to turn iCloud backups off and on there.

Mar 19, 2016 6:37 PM in response to elcpuby Kiwi518,TThank you for those suggestions. I have done all those things except turn off my antivirus software.. I have never had to turn it off before.
The pad WILL sync with iTunes but still gives me the bacjup errot.
I Deleted the old backup then restated both my iPad and laptop and then turned on the backup to iCloud again, but it will not work still. II still get this same error message.
i Also deleted the lockdown folder following the instructions exactly?
