Q: iMessage and iCloud

I'm trying to start a new iMessage account, I know, it's iCloud. I've tried multiple times deleting my email from an old account, but it keeps reappearing. Is that because the account is still on other devices? As I write this, I realized that the email didn't reappear, so, then I decided to try and add the email again. It says that is still being used by another account, but it's only been added to that account. So what do I do? Is there anyway I can track where the email is? Or? Any and all help is appreciated.
