Try doing a reset.
Hold down the power and home buttons together for up to 30 seconds or until you see the Apple logo reappear.
If that doesn't work, then you may need a new touchscreen.
Apple don't do iPad screen replacements, they can only offer you an out of warranty exchange with a refurbished unit.
You can forgo post warranty support and have an independent repairer replace the touch screen for a fraction of the price.
