If you bought the phone second hand - what you are running into is the activation lock and will need the assistance of the prior owner to release it

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

    2. Forgot Apple ID
    3. Apple ID - Apple Support
    4. Manage your Apple ID primary, rescue, alternate, and notification email addresses - Apple Support
