Q: Cant download apps

My iPhone 6s won't let me download any apps. When I try it comes up with That I need to enter my payment details in which I do then it says Its declined and I need to enter a new payment type which I don't have as I only have one card. Please help!

iPhone 6s, iOS 9.2.1
