If it is available where your phone is from, go to settings>general> Restrictions> Factetime on under allow. -AJ

If it disappeared because you put in a different SIM card, insert the original one if possible. This will only happen for some Middle Eastern iPhones; ones which fall into this category have AB, AE, or possibly AH just before the / in their model numbers.

Open Settings, General, and then About; if your device's model number has AB, AE, or possibly AH just before the slash, it falls into this category.
