all other web browsers work to this site with No message.
Certificates? or what else???

Do you have any anti-virus software installed?
If so, uninstall it.
Dominic23: well...thanks for the support URL. I will follow up...but I want to also tell you about this web site. It is sponsored by the FBI!! They use it as a portal to their Private web site ...which I am registered to use. Even the Private one fails the encryption test! And this is the FBI...an org that fights cyber crime.
oh well, I will try to convince the webmaster....however the response I got when I talked to him was "....no other site refuses to open our portal....". And indeed when I use Chrome, Firefox, the site opens OK.
now how does one really fight this? The FBI is a very large organization. I'll try ...then report back to this thread.
PS. I don't not heed your point re : no anti virus. I use Clamav ...it is the one & only product that works properly in OSX ...in fact it was created over. 10 years ago just for OSX. Why? I want to be sure I don't pass on to my many Windows colleagues any virus..say in a doc of interest that I know has been scanned. So enough with this So called Apple wisdom of no anti-virus. Others can heed your warning...not me. It is too dangerous.
HHere is more information I gleaned from the Infragard.org support desk. They stopped support ofAny Safari version NEWER than ver 6.2. Older versions they DO support. It has to do with the version of TLS..the transport layer. TLS versions older than ver 1.2 is supported...newer ones are not!! So, for this FBI website versions that *could* be better for some is not for them. The FBI ,!! I give up...
hOWEVER, The Safari under iOS 9.2.1 works great!!! So...I can get to their site via iPad ...but NOT with OS10.8.5!! OK, I'm about to jump to OS10.11....been dreading it but will go ahead. Then we'll see what how the vaunted FBI site responds.......

Please try it. As long as iOS 9 Safari suits your need, there is nothing to worry.

FYI, I have no problem accessing the site using Safari 9.1.
There are versions of Safari 9.1 for 10.9.5 and above, so you don't have to go to 10.11 if that's too hard, but I would normally recommend you bite the bullet and go all the way now, since it's something you will eventually be forced to do.
