I understand that you are trying to sync your music up with iCloud Music Library on your iPhone and your computer. As long as you have iCloud Music Library turned on, you don't need to go through those steps to get the playlist to sync. On your computer you can tell it to sync with iCloud Music Library to update that information by going to the drop down menu File > Library > Update iCloud Music Library and it will then be updated on your iPhone.
