Thanks for using the Apple Support Communities!
From your post, it sounds like you have two separate issues going on. The following information should help you by providing troubleshooting steps to work through.
We’ll address the situation where you iPhone doesn’t keep correct time first. To begin troubleshooting this situation, I recommend reading over and working through the following article.
Get help with the date and time on your iPhone, iPad, and iPod touch - Apple Support
I also understand that your Bluetooth has stopped working. Can you explain in more detail what this means? Are you no longer able to turn Bluetooth on or are you having issues pairing a Bluetooth device with your iPhone?
If the situation is the latter, the next article provides some great advice and steps for troubleshooting.

Have a great day!

I note that you didn't get a reply, but it sounds like my issue is very similar and I can provide a bit more information if you can help me out!
5c 16GB IOS9.3.1
Last night I restored my phone back to a previous back up and updated it to IOS 9.3.1. Since then, my phone cannot keep up date and time when locked. If open, it stays up to date and then when locking it stays on the same time until unlocking again. I have tried reset, and restoration twice now and the same issue occurs. I did find this morning that after the second restoration, it was travelling okay for about an hour and then it happened all over again.
I did find one feed about turning it on to airplane mode, turning location services on, setting time manually, then add automatic time then turn off airplane mode but this didn't help.
Separately, and occuring at the same time, my bluetooth will no enable. Different to not being able to pair or find the device, when I got to settings> bluetooth where the ON/OFF button should be there is just a spinning wheel that spins forever. Using the shortcut (control centre) says that it turns the bluetooth on but nothing changes. I have tried resetting for this and reseting network to no avail.
Both issues came on with the update and I can't seem to solve either of them!
