How can I redline an architectural plan?

I have a .PDF of an architectural plan that I took a screen shot and saved as a .jpg.

How can I redline this image? (I need to show location for lights with comments) I prefer to do this digitally, not by hand.

Any suggestions? A basic/intro version of software that does this better than PAGES?
