Mar 21, 2016 4:35 PM in response to deadwoodsby capcomnz,Had the same problem.
Ipad Air 2 updated with no problems but the iPad2 .....would not activate.
Only thing that seemed to work was a Restore.
Connecting to iTunes would not activate iPad either (despite what it says on the iPad screen!!!)
So...Connected iPad to iTunes. Held power button and went to turn off BUT held Home button down until iTunes went into Recovery mode
https://support.apple.com/en-nz/HT201263
Now have tried the "Upgrade" option but just downloaded iOS 9.3 again and went straight back to the "Cant Authorize" screen so chose the Restore option second time around.
This worked.
Took some time, and thankfully I had done an Backup the other day, but its now working again
Its just finished transferring all the apps over and looks good to go.
Not idea but got there without Apples "help" !!

Mar 21, 2016 4:48 PM in response to capcomnzby Beano70,I can't even get my iPad into recovery - well, iPad get into recovery by doesnt appear in iTunes.(lest version)
Can I install iTunes on a different PC and recover there maybe?

Mar 21, 2016 5:19 PM in response to Beano70by capcomnz,I guess you could but any backups you might of done to the old PC wouldn't be there, unless you did/do backups to iCloud.
On getting iPad/iTunes to show the Update or Recovery options it took me a few attempts.
First.
I got it by doing this.
Launched iTunes.
Connected iPad to iTunes. It tried to "authorize" but failed - naturally!!
Held the Power button on the iPad till the "Slide to Power Off" came up
Held the Home button down (and kept holding) and then slide to power off. Keep Home button pressed.
It powered down then after a few seconds the Connect to iTunes appeared on the screen (the picture that shows the cable) and on the laptop it actually installed new Device Drivers and then iTunes came up with the options of either Update or Restore.

Mar 21, 2016 6:03 PM in response to capcomnzby Beano70,I have tried recovery mode but iTunes no longer recognize the iPad and I cant restore the device. I have tried this on two different Windows PCs, both with latest iTunes installed. My iPhone 6 (iOS 9.2) works fine on both PCs with same USB cable.
WEIRD!!!!

Mar 21, 2016 6:07 PM in response to deadwoodsby trafsta1,iPad 2 64GB white w/ cellular... I get the "your iPad could not be activated because the activation server is temporarily unavailable" also. Been like this for 6 or 7 hours now.
Using iTunes has not helped, I get a message stating "iTunes was unable to verify your device." and to "Please disconnect and reconnect your device"... lovely... it also says "If the error persists, please visit your nearest Apple Store for assistance."... yeah, well, no stores within an hour or two of me.. Any ideas anyone? iPhone 5S and iPad 1 are recognized by iTunes without an issue... iOS 9.3 on iPad 2, not so much Hope they fix this soon!

Mar 21, 2016 6:25 PM in response to deadwoodsby Quincio,I have the same problem with my Ipad2 I started it in recovery mode twice and had the software installed again and I still can't connect to the server. I don't want to factory reset it, and I'm hoping Apple has a solution to this problem.

Mar 21, 2016 7:28 PM in response to deadwoodsby morespace54,Ok here's what I did (the two first steps are probably useless but anyway):
1. Plug my iPad to my Mac with the USB cable.
2. Did a hard restart of my iPad (by pressing the sleep/wake button while holding the home button for a few seconds).
3. iTunes was already open on my Mac (which was likely the culprit...), so I did quit iTunes.
4. When I open iTunes again on my Mac, the "iPad setup assistant page" did come up (never saw that page before). Then I could enter my login/password
5. Only then, the activation process then went thru on my iPad.
The iPad did ask for my iCloud password one more time (not the login, just the password - but I could have skip that part which wasn't the case with the "activation' she-bang) and now everything seems to be working.
Talk about "it just work"... That a way to make a seamless update experience...

Mar 22, 2016 12:38 AM in response to morespace54by Beano70,Activation finally worked now for me!
My PCs still can't see my iPad via USB which is strange, but at least the device is functionally.

Mar 22, 2016 12:49 AM in response to SBA-Macby ottoindo,1. Using Find my phone at icloud.
Doesn't work because our ipad can't be deteced. Icloud see our ipad as offline.
2. restore using itunes
Doesn't work too because when itunes detect our ipad unverify device (itunes think our device is illegal one ) so can't restore.
Did you know other way to downgrade back our ios to 9.2 or 9.1?
