I had about the same experience - no problems with iPad Air or iPhone6 upgrades, but the old iPad2 couldn't get authorized over wifi, or through iTunes after the software update. I ended up restoring, but as a new iPad, rather than restoring from the image I had from a year ago (I don't use the iPad2 very much anymore). I'm not sure how much of the 64GB of memory was still available for the upgrade, so I thought starting over might be a good idea. Now it works fine at iOS 9.3.
FYI My iPad2 does have an old cellular radio, which hasn't been used in more than a year.

However, I've tried both update and restore options and my iPad Mini 2 and it still says I'm trying to activate with "incorrect apple ID"...even though my ID works absolutely fine, can login to iTunes, iCloud and on here with it.
I really don't know what else to try. I've been looking at this issue most of the day!

Seems some people are getting their iPad to activate after waiting for a while.
My old iPad2 is like yours. More of a paperweight now. Wife uses it to play Solitaire mainly.
Ever think that Apple shouldn't of released this update to the iPad2 ??

I spent about 2 hours and like I said the Restore worked.
My old iPad2 is more of a paperweight. hardly gets used anymore.
As for "incorrect apple ID"......I don't know.
Some would say log into the Account details through iTunes and change the password there. Not sure if you can do this via the iCloud website.
But I don't know if this would help.
Also if you have other iDevices you would need to sign out - sign in again on them and I'll bet one wont work
I've looked at some websites and some say it helped others say it didn't.

I thought updates from Apple were safe to download and after rejecting it so many times I by mistake accepted the update - and if I want help from Apple who caused the problem themselves, they want me to pay for thir help! First they make my IPAD unaccessible and useless and then they want money to help me fix it. It´s not an ethical behaviour to first send updates which freezes you Ipad and then ask you for money to help you solve the problem they caused! NOT OKEY!!!

Do you still have the same problem or did it solve itself after some time? I don´t want to pay to get help from Apple who actually caused the problem! I have had NO problems with my Ipad before I accidentally accepted Apples upgrade update. I wish I hadn't!

In over 20 years of using mac products this is by far the worst experience I have ever had.
Come on Apple sort it out.

Just an idea that came now into my mind: Did anyone tried to remove the SIM card before activation? Maybe this affects just the 3G version.

After a lot of research, came across this article, it's a long one, but looks like it might be a hacker problem with some Apple device!

Only way is to go Apple support, with proof of purchase and try and get it unlocked, etc.

si vous avez un probleme d activation , connectez-vour sur votre ordinateur et activer votre ipad ou iphone . moi j'ai fait le test et cela marche . Passe rune bonne journée ....
