I see your have posted this solution on several threads but I'm not understanding what you mean by "turning on" the iPad. Most users here are having a situation where their iPad is showing up when connected to their computer in iTunes but there is no action available when the device is clicked on. Perhaps your issue was different. If not, please clarify the solution "turn on your iPad" in detail as I'm sure many would appreciate your help in solving this horrid problem. Like most here, I am not able to take any action to effect my iPad other than force it to do a failed update or a data killing restore. Even in those cases I am reading from some that the activation problem re-establishes itself over time.

Mar 23, 2016 6:57 PM in response to Beano70by tlaw2,Same issues here. Downloaded the software update to my Ipad Air and it wanted me to Activate Ipad. When I entered the information, it told me the password was wrong. I reset the password, it sent me an email verification code, which I tried to enter and get a message of "Can't use that email address" then all of a sudden, when I try to do a search for the ID, it is telling me that the email address I have always used is not on their server. Been over 24 hours now. Really beginning to feel like Apple did this on purpose to try to make people pay for the useless Support or to **** people off enough to go out and buy a new one because the old one is a useless piece of junk now. So Frustrated!!

Mar 23, 2016 7:02 PM in response to deadwoodsby ChrisSOracle,I worked with Apple Support on this issue yesterday. I had to restore my iPad from a backup to get the iPad to work again. I was fortunate to have had an iCloud backup from earlier that day before upgrading to IOS 9.3.

Mar 23, 2016 7:15 PM in response to deadwoodsby MichelPM,This is a known problem/glitch.
Apple, I believe, has acknowledge this issue with activation server difficulties with certain iPad models and have stated that they are working on this issue and that it will be resolved as soon as possible.
