Visit a friend/relative/co-worker and use iTunes on their computer for the update.
Go to the nearest Apple store where they will assist you.
Make a Genius Bar Reservation to avoid delay.

Or do as AJ397 suggests above and wait a day or two for the servers to be less busy.
When attemptingto update over the air, be sure to have a strong, reliable wifi signal.
Hi, second ios 9.3 update released a few hours ago, but still buggy and did not resolve my safari problem. Apple support told me it was to fix "older"
models, and their engineers are working on a fix for the safari isssues. In other words suck it up and wait. Sorry about your problem
