I understand that you are experiencing an issue with your iPhone saying it is full when that does not add up. Let's go over some troubleshooting to get it sorted out.
What comes to mind first is that the storage might be cached files that typically stored as Other when it is plugged into iTunes. Typically those are removed when necessary. I would double check the usage as well as any downloads that might be going on your iPhone in the iTunes Store app or in the Podcast app.

As you said earlier, you do have space and if everything above checks out, then it might be a good idea to restore your iPhone, set it up as new and sync your data back over. Take a look at the article below for more details on how to do this.
