Mar 22, 2016 4:13 PM in response to CHAUKTVby johnny.simon121,Hold down your home and power button on your iPad at the same time until it restarts. Let the iPad boot back up and it should let you activate. I was stuck in the same situation.

If you are still having problems and have a Twitter account Apple support are active over there. They will respond immediately. Tweet to @applesupport

Mar 22, 2016 4:39 PM in response to Larashleyby Ca4ole,Ok, this appears to be an issue just with iPad 2's. Have spent over an hour on the phone with Apple Support - and, no, they didn't charge me. They don't have a fix yet. I tried most of the solutions on these boards but none of them worked for me - and silly me, I'm not properly backed up. Have decided to wait a day to see if they come up with a fix - and if not, guess I'll have to restore. Good luck everyone

Mar 23, 2016 1:55 AM in response to CHAUKTVby dhandzic,I had the same problem with my Ipad2. The final solution was:
- Turn it off holding the off button until turn off slider appears
- Connect it to PC with Itunes
- Turn it on again holding the on and home button at the same time
- When apple logo appears release on button but keep home button pressed until device indicates connection to Itunes
- Select restore in the Itunes pop up window (Tried upgrade first but it did not work)
- Itunes will now download the upgrade (1.3GB) and restore the device to factory settings with 9.3 installed
- When you start the device you get the choice to restore from Icloud
- When that is done you will have a working device with IOS 9.3
