You can try the following links to reset the ID if you remember some aspects of it like security questions etc

Go to icloud.com
sign in with the icloud account associated with your device
Click on Find iPhone
Click on All Devices
Click on your Device
Click on Remove from account (DO NOT ERASE OR MARK AS LOST)
Turn on your device and try to activate again
Once activated go back to settings and sign in to your icloud account and turn on find my iphone again
