I followed the instructions in this article:
On your iPhone, iPad, or iPod touch with iOS 9 or later:
- Go to Settings > iCloud > tap your Apple ID.
- Tap Password & Security.
- Tap Turn on Two-Factor Authentication. - No such option (neither iPhone nor iPad, both iOS 9.3)
On your Mac with OS X El Capitan or later:
- Go to Apple () menu > System Preferences > iCloud > Account Details.
- Click Security.
- Click Turn on Two-Factor Authentication. - Thanks God there is a button but got a message: "Two-factor authentication is not available for your Apple ID at this time"

The first link I have already seen but it did not help for me.
I followed the second link and the main problem is there is no Belarus in the list of countries to contact with Apple.
I do not know what to do
