I cannot activate 2 step verification because there is no such option in appleid settings. My county is in list of available countries. How to fix the problem?

I followed the instructions in this article:
On your iPhone, iPad, or iPod touch with iOS 9 or later:
- Go to Settings > iCloud > tap your Apple ID.
- Tap Password & Security.
- Tap Turn on Two-Factor Authentication. - No such option (neither iPhone nor iPad, both iOS 9.3)
On your Mac with OS X El Capitan or later:
- Go to Apple () menu > System Preferences > iCloud > Account Details.
- Click Security.
- Click Turn on Two-Factor Authentication. - Thanks God there is a button but got a message: "Two-factor authentication is not available for your Apple ID at this time"

it doesn't help. two-factor authentication is not available everywhere. Apple is gradually releasing this feature.
enter your phone number at My Apple ID and wait to see the option appear.

I have the same problem. It seems, that Apple doesn't know the such country like Belarus. Even Zimbabwe exists in this list, Belarus - no 😠
