iPhone 6
Settings/iCloud/Backup is off. When I tap the backup option iCloud backup is greyed out. I can't delete account or sign out of account, have a message under "share my location" that says You cannot delete your iCloud account because you iPhone is being restored...it's been like this for about a week now. How to fix

Did you do a restore from iCloud before you got this message:
iCloud: Restore your contacts, calendars and reminders, or bookmarks
It sounds like iCloud still thinks it is restoring you device. There might be something corrupt in the restore. I would contact Apple support:

or make an "Genius Bar" appointment at your local Apple Store.
turn on your location
